Because all citizens are not good pet owners, there was a need for animal control within the City of Louisville. The strategic plan for Louisville included a new ordinance and a facility to house the animals in order to enforce the ordinance. The Mayor and Department Heads visited several towns, saw their animal shelters, and asked questions about their policies. The Board of Aldermen made a commitment to adopting a new and effective animal control ordinance by having a public hearing and drafting several plans before they came up with a policy that was enforceable and reasonable. Then the hard part began. Money had to be allocated in the budget, and spent on the facility.

In the 2004-2005 budget, the city spent $21, 600.00 on purchasing the land and an existing building to use for the animal control facility. As of September 30, 2006, the City of Louisville had completed the facility. Jody Fulton was named the department head and attended the National Animal Control training and certification class. The Animal Control Ordinance was effective October 6, 2005. The Animal Control Department had its start.

For the 2010-2011 budget, $74, 400 has been allocated for the annual expenses. Barbara Yarbrough is the full time animal control employee. The city leaders are proud of the success of the Louisville Animal Control Department..Its holding spaces for animals areloud, crowded and outdated. The facility has suffered from flash flooding in the past. Its adoption center is miles away— and the only space available one recent afternoon for visitors tomeet their potential pooch was a conference room.

A new animal shelter, built on the same campus as Animal House, the adoption center, will open Monday on Newburg Road, and it's something Louisville residents can be proud of, observers say.

It's something the community and Jefferson County should really be proud of— that we finally got a new shelter built for animals in need in our county, Koenig said. Animals who enter will be healthy both physically and emotionally while they wait for adoption.

Louisville Metro Animal Services is unique in that it is the county's only shelter to take in every domesticated or stray pet brought in— it doesn't turn them away.

That means taking care of animals that may be sick or injured: I found out the first week I was here that I was running an animal hospital, Gibson said, adding that roughly half of the animals Animal Services interacts with are sick, injured or not properly vaccinated.

A lot of people will get a potbelly pig when it only weighs 3 pounds and think it's the cutest thing in the world. And then, you find out that it's really not a potbelly pig, it's a feeder pig, and it could grow to be 400 pounds, Gibson said. We had one of them once.

In the old facility, at 3705 Manslick Road, a potbelly pig would stay in the play pen, meaning dogs in the shelter couldn'tuse it. That won't be the case in the new shelter in the 3500 block of Newburg Road, where there are six separate exercise areas.

The new shelter's airflow will also be state of the art, Gibson said. Any room with a pet will have the air sucked to the outside and fresh air pumped in, to keep airborne pathogens and disease out.

Gibson has overseen the agency during a drop in euthanizations— in part thanks to partnerships with outside groups and an innovative program that offers free adoptions and encouragespatrons to make a donation to cover a future adoption fee.

The adoption process will also benefit from the new shelter, as pets waiting to be put up for adoption at the Animal House previously had to be shuttled from the shelter. The two will now be next to each other on the same campus.
