Cosmetics Animal Testing In Canada

After a decade of campaigning, we are thrilled that the Canadian government has officially passed legislation to end cosmetic animal testing and trade.

The government passed measures through the Budget Implementation Act (Bill C-47), introduced earlier this year. In addition to banning cosmetics animal testing, the amendments will also prohibit selling cosmetics that rely on new animal testing data to establish the product’s safety, and false or misleading labelling pertaining to the testing of cosmetics on animals.

Jean-Yves Duclos, Minister of Health, Government of Canada , said: “ Testing cosmetics on animals is both cruel and unnecessary. That is why we are proud to move forward on our promise to ban cosmetic animal testing and trade. Protecting animals now and in the future is something many Canadians have been advocating for and now, we can all be assured that cosmetics in Canada are cruelty-free, and we will continue to take all necessary measures to improve animal welfare.”

We were joined in celebrating this historic move with our campaign partner The Body Shop as well as Cosmetics Alliance Canada, Humane Society International/Canada, Animal Alliance Canada, and Lush Cosmetics.

Ban On Animal Testing For Cosmetics In Canada Will Be A Reality

Thank you to everyone who has signed our petitions and contacted your MP over the past decade to help achieve this milestone.In January of 2023 the Globe and Mail announced that Canada was “poised” to ban the testing of cosmetics on animals, including animal tested ingredients. Also being pushed forward is a plan to “outlaw” the sale of cosmetics that were tested on animals.

This is a good sign, not only in and of itself but in that this announcement brings further awareness to the fact that Canada is behind in its laws and regulations surrounding animal welfare, specifically animals in research.

Bill S-214 the Cruelty Free Cosmetics Act  was introduced but died in 2019 when Parliament was dissolved. This announcement is simply that – for now – it is still vitally important that as a community our voices are heard.

As a point of interest, Health Canada lists many known to be safe ingredients that require zero testing for use in cosmetics. These are the ingredients we as humans would most lean to for our own safety and therefore choosing products with pure ingredients that do not require animal testing benefits both humans and animals.

Health Canada states that “The Department is developing a proposal to ban cosmetic testing on animals and continues to support the development and use of alternative methods to animal testing for other products or uses.”

In the meantime, The Beagle Alliance will continue to ask laboratories in Canada to release animals into our care so that they may be rehabilitated and live the rest of their lives in freedom and with the love and care they deserve.

Animal testing has fallen out of vogue in the cosmetics industry in recent years, as a result of similar legislation in the European Union that was introduced two decades ago.

The reality is that animal testing is by and large no longer used by our industry and that has been the case for some time, he said in an interview this spring when the legislation was tabled.

Even so, Praznik said, there were hurdles to getting Canada's legislation passed. In 2015, for example, there was a private member's bill to the same effect, but the cosmetics industry opposed it because of overly broad language.

An Update On Canada's Ban On Animal Cosmetic Testing

But once the industry group began collaborating with animal rights' groups, he said, they were able to come up with a list of principles that worked for them both. From there, he said, Health Canada drafted the bill.

The lesson is that if you can get stakeholders from different sides of an issue together and you have some good will, you can usually work out a way to move it forward, he said.

For example, the rules are not retroactive; products already on the market that originally used animal testing to establish their safety won't be pulled from shelves.

Cruelty Free Cosmetics In Canada's Budget

Hilary Jones, ethical director at Lush Cosmetics, said the company would rather regulators throw out that old data and start anew, retesting existing products using cruelty-free methods. The company has been a vocal opponent of animal testing since its founding.

We believe it's unscientific to test on animals. It's a very blunt, old-fashioned tool. So we'd like to see all cosmetics pass through new methods. she said. But are we happy with this legislation? Absolutely.
