Wagging is a form of communication signaling contentment, excitement, or greeting. Dogs typically don't wag their tails when alone, even if they are happy.
Excited and dominant dogs hold their tails up high. When a dog is scared or nervous, it lowers and tucks its tail instead of wagging.
1. Begin your happy dog wagging tail outline by drawing the pup's face. Use curved lines to outline the oval-shaped eyes and nose, as well as the snout and eyebrows.

2. Next, draw the dog's open mouth and lolling tongue. Use curved lines to outline the mouth, teeth, and tongue. Draw another curved line down the center of the tongue.
3. Use a series of curved lines to sketch the side of the happy dog's face. Notice how the lines meet at gentle points and give the face a furry texture.
Then, draw the dog's floppy ear. Use curved lines to sketch an inverted triangle that is open at one corner. Then, use additional curved lines for the sides of the ear, and to detail inside it.

4. Use curved lines to sketch the remaining ear and finish the outline of the dog's head. Notice the tuft of fur on top of his head.
5. At the base of the neck, outline a curved rectangle shape. This is the dog's collar. At the front of the collar, draw a circle. This is the dog's ID tag.
Draw a curved line at one side of the circle to give it a three-dimensional appearance. Then, draw curved shapes above it to attach it to the collar.

6. Draw a small dog bone on the ID tag. Then, sketch the dog's leg. Use long lines for the leg itself, with overlapping lines forming the toes of the paw. Notice the furry texture at the elbow.
7. Sit! Use curved lines to draw the remaining front leg and furry chest. Then, use a C shaped line for the sitting rear leg.
8. Complete the outline of the dog with a long, curved line for the back and several overlapping lines to enclose the feet. He's not a happy dog wagging tail just yet - you've got one more step.
